The reason for the above ban was determined to be due to the fact that after the toll rates of Highway 5 and Ha Noi - Hai Phong highway increased, 391 to "dodge" the toll station. At one point, nearly 1,500 vehicles were circulated each day, causing serious damage and frequent traffic accidents.
According to the above ban, Provincial Road No. 395 will restrict 4x4s from Km4 +202 (junction with Rose Road) to Km6 + 900 (junction with Highway 38B) all days of the week.
On provincial road 396, limit the vehicle from 4 axes upward from Km10 + 250 (intersection with provincial road 396B) to Km15 + 505 (crossroad of Chie Lam drainage, intersection with provincial road 92B) from 5 hours - 8 hours and from 16 hours - 20 hours weekdays.
On the provincial road 396B, the section from Km9 + 00 (crossroads with provincial road 396) to Km10 + 200 (at Hiep bridge), car banning from 5 hours - 8 hours and from 16 hours - 20 hours weekdays.
On National Highway 17B, the car is restricted from 4 axes upwards, from Km15 + 500 to Km28 + 890 on time frames: from 6:00 - 8:00, 11:00 - 14:00 and from 17:00 - 20:00 all Day of the week
Like Route 391, this situation recurs on provincial roads 395, 396, 396B and Highway 17B, causing the risk of unsafety traffic and affecting the infrastructure of these roads.
