The fund will support victims injured or killed in traffic accidents, organizations and individuals participating in rescue and propaganda. 
3. Traffic diversion in Hanoi to serve major events
In Hanoi, to serve a major event (the 2025 Autumn Fair taking place at the National Exhibition Center) from October 25 to November 4, 2025, the authorities have announced traffic diversion. Specifically: from 5:00 p.m. on October 25, trucks carrying goods weighing ≥ 3,500 kg, passenger cars with ≥ 29 seats (except priority vehicles) will be temporarily banned or restricted, and trucks weighing less than 3,500 kg, private vehicles, and motorbikes will be restricted on some routes: Ly Son, Truong Sa, Hoang Sa. 
In addition, the traffic diversion announcement for the signing ceremony of the United Nations Convention was also announced: temporarily banning trucks ≥ 1.5 tons, passenger cars ≥ 16 seats (except priority ones) on some Hanoi routes such as Kim Ma, Nguyen Chi Thanh, Tran Duy Hung, Pham Hung (from Me Tri to Thang Long Avenue), Do Duc Duc, Mieu Dam, Ring Road III elevated from Ho Tung Mau to Thanh Tri Bridge. 
4. Serious accident - collision with tractor trailer in Ho Chi Minh City & Dak Lak
A series of accidents were reported by the press on October 24:
• In Ho Chi Minh City, at around 10:00 a.m., at Tran Dai Nghia (Tan Tao ward), a motorbike slipped and was directly hit by a tractor trailer with license plate 61C-313.xxx, causing a female worker to die on the spot. 
• In Dak Lak, a 12-year-old female student driving an electric bicycle on Ho Chi Minh Road was hit by a truck and died.
