On October 23, 2025, road traffic in many localities in Vietnam continued to record remarkable developments: from overcoming landslides caused by heavy rains, responding to high tides, to preparing for major events while ensuring traffic safety. Traffic circulation, traffic diversion and infrastructure maintenance are being prioritized to reduce risks and ensure smooth traffic.
Highlights
• Yen Bai Bridge (Lao Cai province) is allowed to allow pedestrians and small vehicles to pass from 3:00 p.m. on October 23, 2025. Accordingly, motorbikes, motorcycles, and cars with less than 7 seats will be allowed to pass through the bridge (Km 280+500, National Highway 37). Larger vehicles or large trucks are required to go around other bridges.
• In the Central region, in Hung Son commune, Da Nang city, due to the impact of heavy rain and landslides on the road to the Tay Giang-Ka Lum secondary border gate, the militia and the commune's Military Command urgently mobilized machinery and trucks to clear the road, ensuring initial traffic.
• In Can Tho city, on the evening of October 22, 2025 - continuing into October 23 - high tides caused many inner-city roads to be deeply flooded. The city's police force deployed to support people moving through flooded areas, bringing people and vehicles to safety.
• According to statistics in Dong Nai province, in the first 9 months of 2025, road traffic accidents decreased in all 3 criteria (number of cases, number of deaths, number of injuries) compared to the same period last year. Specifically, 668 road accidents killed 482 people and injured 274 people.
• In the field of macro-policy, at the online meeting on October 23, the Government emphasized accelerating the progress of major transport projects - especially railway projects and regional transport infrastructure connections.

Analysis & Evaluation
• The reopening of traffic through Yen Bai Bridge shows that the process of repairing and restoring traffic infrastructure after an incident or closure/one-way time has been implemented promptly, helping to reduce pressure on people in the area.
• Landslides in Hung Son - Da Nang are a reminder that heavy rain, especially in mountainous areas and border gates, is still a major risk to road traffic. There needs to be a warning plan, quick response and alternative traffic diversion.
• Flooding due to high tides in Can Tho on the morning of October 23 shows that urban traffic, especially in low-lying plains, is still vulnerable to natural disasters - timely support for people is very important to reduce the impact.
• The reduction of traffic accidents in Dong Nai is a positive signal for traffic safety work; However, the figures are still high and the causes of violations are still clear (violations of alcohol concentration, speed, wrong direction) — control measures need to be maintained and upgraded.
• The policy of accelerating macro-transportation projects (railways, regional infrastructure) is a long-term vision to reduce pressure on road traffic — regional connectivity and diversification of means of transport will contribute to reducing congestion and road accidents in the future.

Conclusion & recommendations
On October 23, 2025, road traffic in Vietnam recorded many small but meaningful events: restoring traffic at bridges, overcoming landslides, responding to floods, and developing infrastructure. In that context, traffic participants should be more proactive and vigilant.
Recommendations for residents and drivers:
• When traveling through highland areas, steep passes, border gates, or after heavy rain, reduce speed, observe road conditions and be ready to change routes if there are warnings of landslides or flooding.
• In urban areas or low-lying areas such as Can Tho, if there is a high tide or flooding, avoid traveling through deeply flooded roads, prioritize higher routes or wait for notice from the authorities.
• Always obey traffic signs and commands from authorities; when seeing traffic diversions or alternative routes, comply immediately to avoid causing congestion or risks.
• Traffic management agencies and localities need to continue to review flooded areas, landslide "black spots", update the list of affected routes and clearly notify people via applications and traffic bulletins.
