2.1. The Ministry of Public Security officially takes over the issuance of driving licenses

From March 1, 2025, according to Circular 12/2025/TT-BCA, the Ministry of Public Security has officially taken over the testing and issuance of driving licenses. This is to ensure transparency and limit negativity in the testing and licensing process.
