The rain that lasted from the night of October 7 to this morning caused many flooded spots to recede slowly, especially on low-lying roads, service roads, and underpasses. Traffic "turned the streets into rivers", motorbikes stalled, and cars had to dodge deep water to move. 
At the Pham Tu - Cau Buu intersection (Thanh Liet ward), the water level is still about half a meter deep, forcing many people to hire a rickshaw or ask for help to get through this section.

Compared to the morning, many water points have receded, but there are still 23 deeply flooded areas in Hanoi that are temporarily unusable. Management units have put up warning signs and traffic diversions to support people. 
In addition, there were also 4 infrastructure incidents (broken roads, subsidence) and 2 cases of trees falling onto the road due to strong winds. 
4. Traffic police and functional forces brave the rain to support people
In the face of heavy rain and flooding, Hanoi Traffic Police coordinated with the Traffic Inspection Team (Department of Construction) to be on duty, traffic diversions, and support people to move through flooded areas. 
Key pumping stations such as Yen So, Cau Buu, Dong Bong 1 & 2, Da Sy… are operating at maximum capacity to support drainage.
